PEABODY — The Conservation Commission approved a Beacon Boulevard garage and continued a contested Lowell Street group home plan. Commissioners voted 7-0 to amend the order of conditions for 41 Beacon Boulevard, allowing a two-story garage and breezeway in a locally protected buffer zone. The owner still needs a five-foot frontage variance from zoning.
On 303 Lowell Street, engineer Peter Blaisdell presented plans for two four-bedroom group homes for Northeast Arc, and members questioned fire access, stormwater in the resource area and "a big project for a small piece of property." Abutter Bob Costa raised flooding concerns. The hearing was continued 7-0 to April 8, with a site visit to be scheduled. The commission also issued a full certificate of compliance 6-0 for a school-site porous pavement project, with three ongoing conditions.
