Peabody City Council voted 11-0 to adopt an updated Hazard Mitigation Plan, clearing the way for federal disaster-mitigation grant funding. Senior Planner Andrew Levin said FEMA Region 1 approved the plan in June pending council adoption, with MEMA granting the city extra time to act. The council also approved a special permit, 11-0, for a drip IV therapy business at 4 Lake Street run by Cassandra Garcelasso, with conditions including Board of Health licensing and a requirement to return for cosmetic services like Botox.
Mayor Bettencourt's appointments of Jacqueline Ciotti as Parks, Recreation and Forestry Director, Sophia Mercurio as Parks and Recreation Manager, and Frank Lowry as plumbing inspector all carried unanimously. Councilor Ladoff flagged inconsistent police-detail fee requirements across special event applications, noting "we don't have that position anymore" regarding an outdated city liaison reference.
