Select Board · Meeting of September 10, 2026

PEABODY — The Peabody City Council voted 10-0 to authorize the mayor to sign a sale agreement for the long-vacant 70 Endicott Street building, clearing the way for a 25-unit redevelopment. Attorney Jason Panos, representing VSAA LLC principals Pat and Steven Tedisco, presented a five-story, 40,245-square-foot design with 38 parking spaces and four affordable units set aside for households earning 80 percent of area median income. Councilor Manning-Martin, a former school committee member who voted to reject earlier reuse plans, called the building "this Endicott Street monstrosity" and backed the sale "100 percent." The council tightened indemnification language and capped unit count at 25 after Councilor Hockman flagged a draft document that still described the project as three stories instead of five.

The same meeting also approved a zoning change for 495 Lowell Street, a motorcycle dealership special permit on Route 1, and a billiards hall special permit on Pulaski Street, while recessing a disputed 106 Linn Street conversion to October 8.
