PEABODY — The Peabody Veterans Memorial High School Building Committee voted unanimously to recommend construction-manager-at-risk as the delivery method for the high school project. PMA project manager Kevin told members the method would allow earlier contractor input on logistics, safety and estimating than a traditional low-bid process, calling the choice "budget driven" and dependent on eventual resident support. One longtime member recounted overseeing five Salem school projects under design-bid-build, saying two ran into serious contractor problems including repeated change orders.
The committee also voted to forward its recommendation to the City Council, whose next meeting is October 22, following an earlier eight million dollar council appropriation. Architect James Liebman separately outlined a Chapter 74 program expansion that could grow career-technical enrollment from about 266 to 645 students, plus an initial space summary showing proposed square footage running thousands of feet over several MSBA guideline categories.
